This Community Speedwatch specific Privacy Notice has been created to make it easier for you to understand what personal data Thames Valley Police (TVP) processes about you in connection with Community Speedwatch. It is a requirement of the Data Protection Act 2018 (DPA 2018) and UK General Data Protection Regulation (UK GDPR).
It is subordinate to, and should be read in conjunction with, TVP’s high-level Privacy Notice, which can be accessed from the home pages of the TVP internet site. The TVP high-level Privacy Notice provides you with complete details of the rights you have relating to the personal data we hold about you now and any personal data we might collect about you in the future.
Community Speedwatch is a scheme designed to support local communities to improve road safety by allowing residents to address speed concerns in their community with the support of the police force in their area. This is achieved by enabling Community Residents to report to the Police the details of speeding vehicles in specific areas where speeding is of concern.
Community Speedwatch UK is a national organisation that has a framework to facilitate local groups of citizens set up Community Speedwatch groups in their area. Community Speedwatch UK, local Community Speedwatch groups and Thames Valley Police are all separate entities, each being independently responsible for processing the personal data they each use, as part of the broader Community Speedwatch scheme and doing so compliantly with the information law.

When a local Community Speedwatch group is in operation it will use devices to notify the volunteers if a vehicle is speeding through the monitored zone. Where a speeding vehicle is flagged the local Community Speedwatch volunteers will note the Vehicle Registration Number, make, model and colour of the speeding car. These details are then shared with Thames Valley Police.
The following information in this Privacy Notice relates to Thames Valley Police’s processing of the data received by local Community Speedwatch groups, for which Thames Valley Police is the Data Controller. Thames Valley Police are not a Data Controller for the processing of data by the local Community Speedwatch groups or Community Speedwatch UK.
Thames Valley Police process data belonging to members of the public in areas where a vehicle has been travelling in excess of the speed limit. Information is not processed should this not occur.

Thames Valley Police is responsible for the secure and lawful handling of the speed monitoring data that it is provided with and collects from the Police National Computer. We will do so in compliance with the Data Protection Act 2018 and the statutory Police information and records management Code of Practice (MoPI). All data is stored within the United Kingdom. Your personal data is not used for any automated decision making or profiling.
The Chief Constable of Thames Valley Police is a Competent Authority under the Data Protection Act 2018 Part 3 and may process your personal data for law enforcement purposes, defined under Section 31 of the Data Protection Act 2018 as: “the prevention, investigation detection or prosecution of criminal penalties, including the safeguarding against and the prevention of threats to public security”.
Data about speeding vehicles is retained by TVP for two years for road safety purposes. If a vehicle with the same registered keeper is recorded 3 or more times in a two year period, then a warning letter will be issued, and if recorded 3 or more times in a rolling 6 month period then the data is passed to the TVP Road Policing Unit for appropriate action.
