In May 2022 we welcomed the launch of the National Police Chiefs’ Council (NPCC) Police Race Action Plan which has been developed jointly with the College of Policing.
The national Police Race Action Plan sets out changes across policing to improve outcomes for Black people who work within or interact with policing.
This has allowed us to develop our force Race Action Plan, aimed at improving the trust and confidence for our workforce and of our diverse communities, especially our Black communities, and address any racial disparities in the service.
Since the launch of Thames Valley Police’s Race Action Plan early this year, numerous activities have been taking place to drive the plan forward.
TVP’s Independent Scrutiny Oversight Board (ISOB)
To demonstrate the force’s commitment to a meaningful Race Action Plan, TVP launched its Independent Scrutiny and Oversight Board (ISOB) chaired by Mr. Calvin Wilson, a barrister with significant experience of working with Black and other seldom-heard communities.
The Independent Scrutiny and Oversight Board (ISOB) holds the force to account in its delivery of the Race Action Plan.
The ISOB is currently recruiting its panel, and will soon have its own independent website. To get involved and volunteer in TVP’s ISOB, please email [email protected]
Calvin Wilson, Chair of the ISOB, said:
“The Thames Valley Police Race Action Plan Independent Scrutiny and Oversight Board (TVP RAP ISOB) is pleased to update the Thames Valley community on the progress of our work.
“We continue, with a sense of urgency, to move forward the process for identifying and in due course appointing suitable candidates to complete the composition of the TVP RAP ISOB.
“Thus far, the community has responded very encouragingly to our outreach, with excellent potential candidates putting themselves forward for consideration.
“We anticipate that the selection exercise would be completed early in the New Year so that we can holistically undertake our work, with continued strict adherence to good governance, transparency and accountability principles.
“We are acutely mindful that our work is set against the backdrop of considerable national concern about the increasingly disproportionate treatment of the Black, Asian and Minority Ethnic by the police and across the Criminal Justice System.
“In this regard, we are grateful for the proactive vigilance of interested parties in the Thames Valley community for bringing to our attention media reporting on and other pertinent instances of, unfairness and mistreatment by the police of young Black, Asian and Minority Ethnic community members in this area.
“Our mandate requires the TVP ISOB to ensure that each and every police officer adheres to the highest standards of professional conduct in the discharge of his or her duty to protect and serve the Thames Valley community.
“We will applaud them wholeheartedly when circumstances require such recognition in the interests of fairness and community cohesiveness, because it is the right and proper thing to do.
“However, and in equal measure, we will be resolute and tenacious in our pursuit of officers at every strata of the command chain, who fall short and are found wanting in this fundamental responsibility.
“The eyes of the nation, including those of other forces, are firmly focussed on TVP as the first regional force to implement the National Race Action Plan.
“Of this we should all be immensely proud, with commitment and determination to work hand in hand so as to ensure that the desired outcomes are in fact achieved.
“So on behalf of the current Board members we extend our best wishes on this festive season and as we look to the New Year, for peace and healing in every corner of Thames Valley and throughout the nation.”
TVP becomes the first police force to be awarded Race Equality Matters Trailblazer Bronze status
Thames Valley Police has become the first police force to be awarded with the prestigious ‘Race Equality Matters Trailblazer’ status by an independent panel of judges of Race Equality Matters, in recognition of their work to address racial inequality within the organisation.
Bronze is the first stage in the Trailblazer series spotlighting organisations that are implementing impactful solutions to drive race equality.
The process means that in the first instance, the force has to apply at bronze level, but we will continue to work hard to obtain the highest level of recognition.
Javed Thomas, Co-Founder Race Equality Matters, said: “We are delighted to announce that Thames Valley Police is one of the first ever Race Equality Matters Trailblazers and is the first police force to achieve Trailblazer status in the UK, this is an important step in leading the way to actively tackle race inequality.
“Thames Valley Police demonstrated positive inclusivity, showcasing strong colleague engagement through the use of networks, new programmes, and events both inside and outside of the organisation.
“The Race Action Plan 2022 and the ‘Let’s talk about’ Initiative and ‘The Power of Belonging’ workshops illustrated a commitment to education, allyship and understanding of those with lived experiences with changes in recruitment processes to support real change.
“We congratulate Thames Valley Police and look forward to hearing of continued progress in your journey as a Trailblazer.”
TVP seen as an icebreaker by the NPCC National Race Action Plan team
Our force has provided evidence that enshrined the National Race Action Plan’s key commitments into our own plan, which has led to us being recognised as one of a small number of ‘icebreakers’ by the National Race Action Plan team. This allows us to work more closely with the national team to deliver key elements of the plan.

At Thames Valley Police we have dedicated CADOs aimed at engaging with and building relations with our diverse communities.
Our CADOs develop initiatives and strong contacts within the community to help protect community cohesion, reduce the fear of crime, assist with the investigation of Hate Crime offences, undertake community intelligence, and provide Local Policing Areas with a point of contact for internal and external queries.
