The National Police Race Action Plan (PRAP) has published its first-ever progress report. This report provides an overview of the progress made by PRAP just over two years since the plan was first launched. The report outlines activities and outcomes indicating improvements in policing’s relationship with Black communities. This includes progress in the plan’s four key focus areas and the advancements made towards the five commitments established at the outset.
Programme director T/DAC Dr Alison Heydari said:
“Policing’s commitment to become anti-racist remains as resolute and important as it was when we published the Police Race Action Plan (PRAP) in May 2022. This plan represents the most significant collective commitment by policing in England and Wales to rid our service of racism, discrimination and bias.”

In alignment with the national strategy, at Thames Valley Police (TVP) we have developed our local Race Action Plan to meet the unique needs of our communities. Our plan aims to improve the trust and confidence in policing of our workforce and of our ethnic minority communities, especially our Black communities, and address any racial disparities in the service.
Over the past few months, we have developed our plan by celebrating diversity and inclusion, while offering numerous training sessions to our people. These sessions were designed to educate, raise awareness, and encourage courageous conversations. They provide the tools needed to address inappropriate behaviour and build an evidence base for effective supervisory interventions.
Our commitment to diversity and inclusion has been recognised with several awards, including being named Police Force of the Year at the GG2 Leadership and Diversity Awards and achieving the ‘Race Equality Matters Silver Trailblazer’ status. We were also honoured as finalists for the Community Organisation Award for Multi-Strand at the National Diversity Awards. To learn more, please read our newsletter.
Our Assistant Chief Constable, Dennis Murray, shared his thoughts on our recent efforts, saying:
“As the Lead for Legitimacy and Public Value, I am proud of the work that we are currently doing in our force to drive forward diversity and inclusion. Seeing our efforts commended recently with awards confirms yet again that our force is a trailblazer in this area, leading by example, and that as a team, we are working together to create an excellent police force trusted by all our communities. During my visits to Local Policing areas, I have found examples of good practice where our people are bringing the Race Action Plan to life through community events and interactions. I am extremely proud of the fact I am regularly asked to present to other forces about Thames Valley Police’s commitment to making improvements and the work we are doing. I am not saying we always get it right, but the appetite to make improvements is clear to see.”
